BY-LAWS

ARTICLE 1
A. The club shall be known as the Pampa Outback Radio Kontrol Society.
B. The club will be located in Pampa, Texas.
ARTICLE 2
The purpose of the club is to further the sport on model aviation through
flying and educational events, and the introduction of model aviation to all
interested individuals.
ARTICLE 3
A. AMA membership is required
B. Dues: a. $30.00 per year for regular members.
  b. Family members, additional $5.00 per year per family member.
  c. Temporary members, $15.00 per year, (not to exceed 90
     days per year)
C. Any member in good standing may resign his/her membership by giving
    written notice to the Club.
D. If any member ceases to have the qualification necessary for membership
    in the AMA, his/her membership in the Club shall hereby terminate, subject
    to reinstatement upon restoration of eligibility.
E. This section provides for enforcement of the Safety Rules that are related
    to flying activities or any other unacceptable behavior by an individual member
    or members. Any individual may be expelled from membership, if in the officers
    determination, such individual willfully commits any act or omission which is
    a violation of any of the terms of these Bylaws, or the rules of the AMA, or
    which is detrimental of the Club, the AMA, or to model aviation.
F. A two-thirds vote of the membership is required for reinstatement to the Club.
ARTICLE 4
A. The Club shall be governed by the Board of Directors, which shall consist
    of the Charter Members, who shall have total override authority of Club
    Officers.
B. Officers of the Club shall be President, Vice-President, Secretary/Treasurer,
    and Safety Officer.
C. Officers shall be elected annually.
D. Officer vacancies are to be filled by a vote of the remaining Officers, for the
    duration of the term of office.
ARTICLE 5
A. Regular meetings will be held on the first Thursday of each month, at 7 PM,
    at the building located at the flying field.
B. Special meetings may be called by the President, to amend the By-Laws, not
    not more than 1 time yearly, at the designated meeting site.
C. Amendments to the By-Laws must be submitted in writing to the President, not
    less than 30 days prior to the next regularly scheduled meeting.
D. Special meetings due to regular Club business, (i.e. Special events), called by
    the President, must be called no later than 14 days in advance and all members
    must be notified in writing.
ARTICLE 5.
                          All records are passed on when new officers are elected.

ARTICLE 7.
                          Any and all committees will be elected at regular monthly meetings, by majority
    vote of members present.
ARTICLE 8.
    Nominations for Officers shall commence at the regularly scheduled meeting in
    October and final nominations and elections will be held at the regularly
    scheduled meeting in November, and all nominations must be made from the                  meeting floor.
ARTICLE 9.
A. All meetings will be conducted by Robert's Rules of Order.
B. The fiscal year will be from November 1, until October 31, of the following year.
C. The Club logo will be the Flying Pig.
D. The duration of the Club shall be perpetual. The Club may be dissolved with the
    approval of two-thirds vote of the membership.
ARTICLE 10
    The grievance procedure provides a mechanism to enforce existing safety rules
    by providing a progressive disciplinary system when needed. Although most
    complaints can be resolved informally, if a complaint is serious or cannot be
    resolved informally, the matter should be referred to the Safety Committee for
    it's consideration by means of a Grievance Form to be filled out and turned into
    the Safety Committee Chairman. At least one witness is required to sign the
    Grievance Form.

    The Safety Officer/Committee shall use it's judgement in carrying out action
    on the following:

a.. A grievance form filled out and turned into the Safety Officer/ Committee                            Chairman, with at least one witness.
1. First violation:
Viewpoints of both complainant and accused will be considered.
Complainant's name will be disclosed. A verbal reprimand will be given
to the accused by the Safety Officer/Committee, and this will be recorded
in the Club records.
2. Second violation:
Complainant's name will be disclosed. The accused has the right to a
written rebuttal, to be reviewed by the Club Safety Officer/Committee.
If the Committee so decides, the flying privileges of the accused will be
suspended for thirty (30) days. Written notice of this shall be issued and
a copy presented at the next Club meeting
3. Third violation:
Safety Officer/Committee will notify the accused in writing at the next
regularly scheduled meeting, and the Club will vote on the expulsion of the
accused, at the next meeting. Said expulsion will last for a one year
minimum. A member may be expelled from the Club only upon a  (2/3)
two-thirds majority vote of the membership. The expelled member may
reapply for membership after the expulsion time period.
  b. The three actions will not be enforced unless they are accumulated within
  a two-year period.
  c. Any member receiving a Grievance, who directs any retaliatory action against
      the person filing said grievance, will be subject to immediate expulsion from
      the Club. This is to include threats, intimidation, physical harm, intentional
equipment damage, or any other action deemed to be retaliatory by the Club
Officers.
